its pretty easy actually,, she probably used a foam to hold the stick and covered it with pink fabric to look like a skirt. then she used 5 inch dart balloons inflated them and tied 2 together at the knot. she maid 2 pairs for the bottom part and twisted them together to stay in place. for the top she made 4 pairs and did the same thing .. twisted them together and used what looks like twine to finish tying them together the she put it on top of the tree and tied it to the pole
Balloons… The lost party decor art form. It’s sad that people think of balloons as cheap and only for kiddie party decor. People would be SURPRISED at the elegant, sculptured design work that can be created by the hands of a great party decor balloonist.

Wooden/base thing you can get at a craft store.
If you can’t tie the balloons or figure out how, use invisible double sided sticky tape or permanent glue to put them in place.
Come up with a way to copy the look or alter it a bit to make it your own.
I like the balloons on the top. But I would change the bottom, make the base look like grass with a baby figurine on it playing with a toy, or maybe a miniature red wagon filled with candy for guests.
